The short answer
The best EHR for a pre-licensed therapist is one that costs nothing and has a real supervisor co-sign workflow — because you are doing licensed-level documentation on an unlicensed-level income. You don't need any of that yet.
Notes. A system to write session notes quickly. Your supervisor has to read them. Your board may want them someday. They have to be complete, dated, and findable.
Scheduling. A simple calendar. So you don't book the same slot twice. So you don't show up at the wrong time. So your supervisor can see your caseload without asking.
Supervisor access. A way to share your notes with your supervisor without giving them the keys to your whole system. They shouldn't see your settings. Your billing. Your archive. Just the notes.
Your data stays yours. One day you'll be licensed. You'll open your own practice. Or join a group. Or move to a state with different rules. You'll want to take your notes with you. Your hours log. Your documentation. Not everything. But what matters.
That's the whole list. Everything else is noise.
Free or under $20 a month. Anything more is taking food money. Don't let them tell you it's an "investment in your practice." Your practice doesn't exist yet. You're in training. You're learning. You don't have income to invest.
Some supervisors demand DAP notes. Some use SOAP. Some want a specific format from their own clinic. Ask your supervisor first. Look for an EHR that lets you use their template. If the EHR won't bend, you'll be copying and pasting forever.

Can you give your supervisor read-only access to just your notes? Or does the software require them to have full admin rights? Some supervisors use the same EHR—great. Some use a different system entirely. They need to be able to see your work without access to your passwords, your settings, or your future notes as a licensed therapist.

Your clients' stories are not yours to share. Not with the EHR company. Not with their servers. Not with anyone. HIPAA isn't a nice-to-have when you're small. It's the only thing that matters. If it's free but not HIPAA compliant—Google Docs, shared folders, Word documents on Dropbox—it's not free. It's reckless.
Ask for a BAA (Business Associate Agreement). If they don't have one, keep looking.
You will switch EHRs when you're licensed. The data you gather now belongs to you. Make sure you can get it out. In a format you can read. Not a locked-in proprietary dump. CSV. PDF. Something that moves with you when you open your practice.
